VACANCIES ANNOUNCEMENT
On behalf of Treasury Registrar the Public Service Recruitment Secretariat invites qualified Tanzanians to fill 1 vacant post in the above public institution.

1.0 THE TREASURY REGISTRAR
The Office of the Treasury Registrar was established as a Corporation Sole under the Treasury Registrar Ordinance Chapter 418 of 1959 as amended by Treasury Registrar (Powers and Functions) Act Cap.370 of 2002 with the responsibilities of holding all investments comprised of in the paid up capital of Public and Statutory Corporations as well as in private investments where the Government owns shares or interests in trust for the President and for the purposes of the Government of the United Republic of Tanzania.
The Treasury Registrar Act No.370 of 2002 has been amended by Act Cap.370 of 2010.
Among other things, Act Cap.370 of 2010 is establishing Treasury Registrar as an independent Office with vested powers and responsibilities of supervising performance and advice the Government on investment in Public and Statutory Corporations.
1.1 FUNCTIONS OF TREASURY REGISTRAR OFFICE
According to Section 10 (2) of The Treasury Registrar (Powers and Functions) Act
CAP.370, the following are the functions of the Treasury Registrar Office:-
· Render advice to the Government relating to the establishment of public or statutory corporation and vesting of any business or property in those organizations;
· Review the financial performance of public or statutory corporation with a view to recommending measures aimed at amalgamation, reorganization, disestablishment or improvement of their performance;
· Set financial target and other performance criteria to be pursued by any public or statutory corporation;
· Evaluate from time to time the performance and effectiveness of the Board or Management of public or statutory corporation and recommend to the Government for remedial or improvement measures designed to ensure the proper and more efficient utilization of resources of those corporations;
· Approve equity investment of public corporations in other public corporations or company;
· Invest or dispose off investments in public or statutory corporations;
· Supervise public corporations and statutory corporations Investment Fund;
· Ensure that every public or statutory corporation enters into performance contract with Treasury Registrar immediately after the appointment of the governing body;
· Monitor and evaluate training programme in public and statutory corporations;
· Direct or approve the adoption, application or amendment of financial regulations so as to ensure the proper accounting of the income and expenditure of public or statutory corporations;
· Examine and approve organization and salaries structure, schemes of service, and incentive package of public and statutory corporation;
· Monitor capital grants, subsidy, capital funds, reserves or retained earnings earned by public or statutory corporation and any other public or statutory corporation and any other public investments;
· Consider, recommend or approve corporate and annual plans of public or
statutory corporations;
· Monitor and evaluate te performance of public and statutory corporations.
· Make follow- up and ensure dividend, remittance and loans from public and
statutory corporations are paid when are due.

1.1.2 DUTY STATION: DSM- HEADQUARTERS
1.1.3 JOB PURPOSE
To advise the Government on optimization of economic and social returns from Public
investments, Statutory Corporations and Services rendered by Public Institutions and
Statutory Corporations/ Institutions.
1.1.4 DUTIES AND RESPONSIBILITIES
As Treasury Registrar, shall be responsible:-
· To monitor and coordinate Public enterprises plans and budget, financial targets
and other performance criteria.
· To review the financial performance of public enterprises and recommending
actions to be taken when necessary.
· To analyze and approve voluntary agreements between public enterprises and
their employees.
· To formulate and issue circulars and directives on matters pertaining to
productivity improvement and efficiency;
· To examine and approve Organization Structures, Schemes of Service, Staff
Rules and Regulations, Salaries, incentives and allowances in Public
Corporations and statutory corporations.
· To create, manage and maintain Parastatal Data Bank on Human Resources
and Investments in Government Institutions;
· To coordinate the appointment of Chief Executive Officers and Board of Directors
of Public Enterprises in Government Institutions in collaboration with parent
Ministries;
· To invest or to dispose off Investments in Public and statutory corporations.
· To supervise the Public and statutory corporations investment fund.
· To ensure dividends and Remittances from public and statutory corporations
where the Government have shares are paid when due.
· To monitor and evaluate the performance of public and statutory bodies.
· To ensure that every Public corporation enter into a performance contract with Treasury Registrar on behalf of the Government.
· To monitor and evaluate Human Resources Development programme in public and statutory corporations.
· To Direct or approve the adoption, application or amendment of financial regulations so as to ensure the proper accounting of the income and expenditure of public corporations.
· To monitor capital grants, subsidy, capital funds, reserves or retained earnings earned by a corporation and any other public investments and measure standard and provide required remedial actions.
· To monitor all public and statutory cooperation that is under the Treasury Registrar.
· To approve public corporations interested in buying shares from any other public
corporation or company.
· To cause a special examination to be made of the expenditure of the funds of
any public or statutory Corporation;
· To require any Corporation to make specific adjustment expenditure;
· To recommended to the Minister measure designed to:
- Minimize unproductive expenditures of funds of public and statutory
Corporation;
- Averting loss of funds resulting from negligence, lack of care, theft,
dishonest or otherwise.
1.1.5 QUALIFICATIONS AND EXPERIENCE
The prospective aspirant for the post must be:-
· Holder of Masters degree in either Public Administration, Human Resources
Management, Economics, Finance, Business Administration, or Law from a
recognized University/Institution with a managerial experience of not less than
ten years in Public Institutions.
· PhD will be an added advantage.
· Possess ability to influence, persuade, build coalitions networks and ability to stimulate and encourage new ideas and motivate and support staff for better results.
1.1.6 SPECIAL SKILLS AND ATTRIBUTES
· Knowledge of code of ethics and conduct of the Public Service
· Knowledge of monitoring Public Institutions and Statutory Corporations, with Experience of not less than 10 years;
· High probity and integrity
· Visionary proactive
· Managerial and organization skills
· Innovative
· Ability to communicate fluently in both written and spoken Kiswahili and English, excellent communication skills, numerical, analytical and report writing skills
· Self driven leader
· Ability to manage and work in a challenging environment
· Computer Literate
1.1.7 TERMS OF ENGAGEMENT
The Treasury Registrar will hold office for a term of five years and may be eligible for re–appointment of one further term subject to satisfactory performance.

An attractive remuneration packages will be availed to the right candidate as per the Treasury Registrar Scheme of Service.
