FOR MANAGING DIRECTOR
Dodoma Urban Water
Supply and Sanitation Authority (DUWASA) was established under section 3(I) of
Cap. 272 of 1997 as repealed by section 60 of Water Supply and Sanitation Act
No. 12 of 2009. DUWASA is an autonomous entity charged with the overall
operations and management of water supply and sewerage disposal services in
Dodoma Urban of the Municipality. The authority seeks to employ the services of
a competent Managing Director to be stationed in Dodoma.
Applications are
invited from suitably qualified, dynamic, experienced and performance driven
Tanzanians male and female, to fill in the above mentioned vacancy.
1.0 Purpose of the Job
This job is a
managerial position in which the holder is required to oversee all operations
and systems of the authority and ensure they are in conformity with internal
manuals and external guidelines such as Memorandum of understanding - MoU with
the Ministry of Water and EWURA; performance Agreement targets, WHO and TBS
Water and Waste water Standards and ISO 9001 Quality Management System
requirements.
2.0 Main Duties and Responsibilities
Managing Director is
the Chief Executive Officer responsible for managing, planning and coordinating
Authorities’ activities. Among others he/she will be responsible for;
1.
Ensuring
effective overall management and supervision of the Authority’s activities.
2.
Directing
the formulation of policy proposals for consideration by the Board in relation
to physical and financial functions
of the Authority.
3. Interpreting policies laid down by
the Board and ensure internal regulations and procedural instructions thereof.
4.
Implement and Monitor decisions and directives
of the Board of Directors and duly report on the implementation.
5.
Prepare and submit to the Board, Authority’s annual
plans, budgets and priorities for
approval.
6.
Be
responsible for the implementation of the Performance Agreement as signed
between the Board of Directors, Ministry of Water and EWURA; and ensuring that
the Authority meets yearly goals, objectives and targets as stipulated in the
agreements.
7.
Establishing
and maintaining collaboration and link with key stakeholders such as the
Ministry responsible for Water, EWURA, Regional Authorities, Media and
Development partners to promote sustainable water and sewerage services as well
as water projects investments and development of the Authority.
8.
Manage
and control the Authority's financial and other resources in an efficient and
cost effective manner in consultation with Board, EWURA and the parent
Ministry.
9.
To
oversee the organization's human resources and ensure that appropriate
management structures and policies are developed and properly implemented.
10.
Reviews
regularly, actual performance against plans and budgets and submits reports to
the Board detailing performance with recommendations for actions necessary to
correct adverse variance.
11.
Makes
recommendations to the Boards for staffing level required by the Authority and
ensures that effective procedures are established for recruitment, training and
development of staff at all levels.
12.
Acting as the final authority for management
decisions within the Authority, safeguards the Authority’s financial position
and ensures that it discharges its financial obligations.
13.
Ensures
that the Authority prepares and carries out an effective programme of public
relations, water conservation & water protection and pricing policies.
14.
Ensuring that the Authority’s activities conform to
the law, rules and regulations.
15.
Overseeing the planning and execution of new water
& sewerage projects.
16.
Making recommendations to the Board for fixing
water and sewerage tariffs and collect revenue thereof.
17.
Ensuring all Authority’s financial transactions are
authorized and controlled in accordance with agreed procedures and the proper
system of internal controls are maintained.

Carrying out the functions of the Authority with
due diligence
19.
Performing any other duties as may be assigned by
the Board of Directors, Parent Ministry and Energy and Water Utilities
Regulatory Authority (EWURA).
3.0 Minimum job requirements
3.1 Qualifications
v The applicant must be a Tanzanian,
with a Masters Degree from a recognized University in the fields of;
Engineering, Water Resource Management, Economics, Finance, Commerce or
Business Administration. Management
experience in water sector and administration is an added advantage.
3.2 Working experience
v Possess at least 5 years experience
in water supply and sanitation in a reputable organization of which 3 years
should be in a senior position.
3.3 Key Competencies
v He / She must have good
inter-personal communication, computer skills and team work spirit
v Must have demonstrated good
leadership qualities and good financial management skills.
v Must have ability to handle diverse
human resource with prudence.
v Must possess high levels of Initiative, Integrity, Enthusiasm, Accountability and Creativity.
3.4 Age limit
v The applicant should be within the
age between 35 and 50 years.
4.0 Terms of Employment
According to the Water
Supply and Sanitation Act of 2009 section 17 sub-section 1, terms of employment
will be 3 years renewable basing on the work performance.
5.0 Remunerations
This post attracts a salary
at DOWA 14-15 scale and other fringe benefits of housing, transport,
residential security, electricity and health insurance – depending on
qualifications of the candidate.
