1. DEPUTY CHIEF EXECUTIVE DIRECTOR

POSITION SUMMARY:
S/he reports to the Chief Executive Director. 
The Deputy Chief Executive Director will be a primary assistant to the CED, s/he will responsible to oversee the implementation of the IHI Strategy across the organization ensuring that agreed objectives are implemented and achieved within the timeline while providing day to day guidance, coaching and support to the Management

Key Responsibilities 

• Supervises the implementation of the Strategic Planning for all Division in the Directorate 
• Assist Chief Executive Director to develop departmental objectives that are in line with the Institute objectives and ensure clarity of roles across Directorate. 
• Guide the update and implementation of the Strategic Planning 2013 -2018 and day to day running of the organization 
• Assist the CED in preparation and conducting of the MC meeting ( setting agendas, recording and Monitor implementation of the agreed action plan) 
• Provide guidance and management support to the Chief Finance Office to ensure timely submission of financial reports to the CED, consolidation of the yearly budget and financial planning for the strategic period and monitoring of liquidity planning and prioritize cash flow transaction. 
• Support the implementation of IFRS and the integration of project accounting into IHI accounts. 
• Assist in designing and implementation of new project controlling procedure and tools to ensure financial compliance is maintained for donor and grantor funds 
• Treasury & Working Capital Management - authorization of weekly electronic and manual payments, liaison with bankers, managing foreign exchange requirements. 
• Work closely with the CHRO to review and ensure reinforcement of the HR policies and procedures and staff development plans, training plan, scheme of services, salary and remunerations scheme. 
• Support the implementation of the cultural change and performance management 
• Oversee the development, documentation and communication of policies and procedures for all areas of operations. 
• Provide support and guidance to ensure implementation of research action plans and reporting to the donors. 
• Enforce the compliance of procurement procedures. 
• Supervise the execution and results of OPEX. 
• Provide guidance/ advice on the best management practices for the Branch Offices 

Qualifications and experience

• MBA Corporate Management / or related field with extensive experience in Senior Management position for not less than 12 years commercial sector experience will be an added advantage. 
• Qualified CPA (T) ACCA, CIMA or ACA will be an added advantage. 
• Experience in project and change management. 
• Understand of Sciences Research and Development procedures is Key. 
• Staff management experience and extensive experience of Resources management. 
• Knowledge of legal and personnel issues. 
• IT literacy.

NISF Scholarships for Foreign Students at Japanese Universities in Japan, 2014.

Nitori International Scholarship Foundation offers scholarships for foreign students at Japanese Universities in Japan. Scholarships are awarded to undergraduate regular students currently enrolled in their third or fourth year and graduate students currently enrolled in the first or second academic year of a master course as of April, 2014. Ph.D. fellow in automated decision support systems for precision farming .

Department of Food and Resource Economics, Faculty of Sciences at University of Copenhagen is offering a PhD scholarship commencing 1 January 2014 or soon thereafter. The application deadline is 1 November 2013.

 

Project description
The position as a phd-student is associated with the project Usability of Environmentally sound and Reliable techniques in Precision Agriculture (USER-PA) as well as the research group Management Science and Production Economics (MSAP - see, www.msap.life.ku.dk).

 

USER-PA is a research project in the framework of the ERA-NET, ICT-AGRI (European Research Area Network Information and Communication Technologies in Agriculture).

 

The overall aim of the project is to integrate canopy and fruit sensors with autonomous mobile vehicles and wireless sensor networks for providing spatial data for high value crops. Solutions based on automated decision support systems will be demonstrated to farmers and involve two production systems (apple orchard and wine yard) with demonstration field sites in Switzerland and Turkey.

 

The Ph.D. project will focus on automated micro decisions in these two systems and to provide economic sound solutions. Automated decisions are based on large amount of diverse sensor data as well as preference information from the real decision makers. The micro decisions may also be interlinked with market information and collaborative systems. The challenge is to make economically sound automated decisions based on this information. In the USER-PA project the topic is to optimize inputs like water and fertilizer in high value crops based on spatial sensor data from autonomous mobile vehicles and wireless sensors.

 

The ideal candidate should have an interest in:

Science and Power in Participatory Forestry (SCIFOR)

The Faculty of Forestry and Nature Conservation of the Sokoine University of Agriculture, in collaboration with the University of Copenhagen, Denmark hereby invites interested and qualified citizens of Tanzania (holding MSc degree or equivalent) to submit applications for 2 PhD scholarships related to the Danida financed project ‘Science and Power in Participatory Forestry’ (SCIFOR). Students will be enrolled at both the Sokoine University of Agriculture and University of Copenhagen, with a possibility of attaining a double degree.
The scholarships are of three years duration, and will commence on July 1, 2014. The PhD scholars will be supervised by a joint team of senior academics from the Faculty of Forestry and Nature Conservation and University of Copenhagen, and will be provided PhD level training in both university environments. The PhD study and research will be closely integrated and coordinated with all the other activities in the SCIFOR project.
The overall goal of SCIFOR is participatory forestry planning and management practices that support equitable, environmentally sound, and economically rational forest management. The project involves investigations of management planning practices and outcomes in forests managed under Participatory Forest Management in Tanzania.

The 2 scholarships come with different requirements:

• The PhD scholarship #1 entitled ‘Forest management planning, participation, and power in participatory forest management’ involves a case study aimed at understanding the role of management planning, i.e. preparation of the legally required operational plan in (i) shaping participation and inclusion in decision-making and benefit-sharing and (ii) informing actual forest management practices at the community level.
• The PhD scholarship #2 entitled ‘Forest management planning and conservation in participatory forest management’ focuses on understanding the role of forest management planning in shaping conservation outcomes of community forestry, and thus involves forest inventories and remote-sensing analyses to document past and present forest condition, as well as participatory mapping and interviews to understand the knowledge used in forest management at community level.

2014 Commonwealth Scholarships for Developing Commonwealth Countries’ Students in UK.

UK Department for International Development (DFID) offers Commonwealth Scholarships for developing countries’ students for pursuing Master’s, PhD and split-site (PhD) degree level at UK Universities. Approximately 300 scholarships are awarded each year. The CSC invites around three times more nominations than scholarships available – therefore, nominated candidates are not guaranteed to get a scholarship. Mahesabu ya Vyama vya siasa nchini yanapaswa kukaguliwa na Mdhibiti na Mkaguzi Mkuu wa Mahesabu ya Serikali kwa mujibu wa Sheria tangu mwaka 2009. Tangu mwaka huo Kamati ya PAC haijawahi kuona Taarifa ya CAG kuhusu ukaguzi wa vyama vya siasa.
Kamati imemwita Msajili wa vyama ili kufafanua ni kwa nini Vyama vya Siasa nchini havifuati sheria (vifungu vya sheria vimeambatanishwa hapa chini). Uvunjifu huu wa Sheria ni wa makusudi au wa kutokujua? Sheria inataka Mahesabu ya vyama yatangazwe kwa uwazi, tena kwa Government Notice. Umewahi kuona? Tarehe 15 Oktoba, 2013 Kamati ya PAC itatafuta majibu haya kutoka kwa Msajili na ikibidi vyama vyenyewe. Tunataka uwazi wa matumizi ya Fedha za Umma.Vyama vya siasa ndio vinaunda Serikali, uwazi unaanzia huko ili kuepuka fedha chafu kama za EPA kuingia kuvuruga uchaguzi.

  Mheshimiwa Zitto Zuberi Kabwe ameendelea na ziara yako Mkoani Tabora katika jimbo la Igunga Wilayani Igunga na haya ndiyo maelezo yake Zitto Kabwe juu ya kilichojili:-

"Siku ya 9 ya Ziara ya CHADEMA kanda ya Magharibi imetufikisha Jimbo la Igunga, Wilaya ya Igunga.

Tumefanya mikutano 6 katika kata sita tofauti, tumefungua matawi ya chama na kuhutubia wananchi. Pia tumepokea kero za wananchi zinazowakabili katika maisha yao ya kila siku.

Tukiwa Katika kata ya Choma tumeshuhudia kiwanda cha kuchambua Pamba kilicho binafsishwa kikiwa kimetelekezwa na mwekezaji toka mwaka 1998. Ginnery hii iliyokuwa mali ya umma na kuajiri wafanyakazi 500 kwa shifti 3 kila siku (jumla 1500) nyakati za msimu imekufa na baadhi ya Mashine kuuzwa kama chuma chakavu. Kijiji cha Choma kimedorora kiuchumi kutokana na ubinafsishaji huu. Nimewaeleza wananchi kuwa nitafuatilia suala hili la Ginnery ya Manonga, katani Choma na kuwajulisha hatua mwafaka za kuchukua.

Dr Slaa ahitimisha ziara Nchini Marekani.

 

Katibu Mkuu wa Chama Cha Demokrasia na  Maendeleo ,Chadema Dr Wilbroad Slaa leo Jumapili 13 Oktoba amesafiri kurudi Tanzania baada ya Ziara yake iliyomchukua wiki tatu nchini Marekani. Dr Wilbroad aliwasili nchini Marekani tarehe 21 Septemba 2013 akiambatana na Mkewe mama Josephine Mushumbuzi na kupokelewa na Uongozi wa Chadema DMV. Tarehe 22 Septemba 2013 Dr Slaa alifanya mkutano uliojumuisha wanajumuia ya Watanzania waishio katika Majimbo ya Washington, Maryland na Virginia.

Katika ziara yake Dr Slaa alitembelea majimbo ya North Carolina na Alabama ambako alitembelea Vyuo Vikuu na Taasisi mbalimbali na kujifunza Shughuli nyingi za Maendeleo katika Sekta mbalimbali ikiwemo Kilimo, Afya, Nishati na Uchumi.

Akizungumza akiwa uwanja wa Ndege wa Dulles mjini Washington Dr Slaa alisema alichojifunza akiwa Marekani anatarajia kupeleka maarifa hayo Tanzania ili yaweze kumkomboa Mtanzania kutoka katika Umaskini. Moja katika mambo ambayo amejifunza ni namna ya kutumia nishati ya Jua kuzalisha umeme hasa kwa wakazi wa Vijijini.

Dr Slaa amekamilisha ziara yake ya wiki tatu nchini Marekani iliyopewa jina la “Vision Tanzania” baada ya kualikwa na Umoja wa Vyuo vikuu nchini Marekani.

Waumini wafa India ktk sherehe ya kidini.

Polisi nchini India wanasema watu kama 89 wamekufa kwenye mkanyagano katika sherehe ya Kihindu.

Maelfu ya waumini walivuka daraja nyembamba kufikia hekalu la Madhya Pradesh.

Baadhi ya watu walikanyagwa, wengine walizama waliporuka kutoka daraja kwenye mto uliofurika.
Afisa wa eneo hilo alisema watu wengi walijeruhiwa na waokozi wanatafuta miili mtoni.
Polisi wanasema msongamano ulianza kulipozuka tetesi kwamba daraja ilikuwa inakaribia kuporomoka.
Lakini mashirika ya habari ya huko yanasema chanzo ni polisi kuanza kutumia virungu, kudhibiti umati.
Mikanyagano kama hiyo hutokea mara kwa mara nchini India katika sherehe za kidini ambazo huwa na mtafaruku.

Mawaziri wa mambo ya nje Afrika wanakutana mjini Addis Ababa nchini Ethiopia kujadili uhusiano wa bara la Afrika na mahakama ya kimataifa ya jinai ICC.

Waziri wa mambo ya kigeni wa Ethiopia Tedros Adhanom Ghebreyesus ameilaani mahakama ya ICC kwa kusema ina mapendeleo sana na hicho sio kitu kinachokubalika na kuwa ina uonevu kwa nchi za Afrika.
