The
Ministry of Education and Vocational Training as a nominating agent in
the country for the Commonwealth scholarships is inviting applications
from qualified Tanzanians for Masters and Doctorate degrees tenable in
the United Kingdom in the year 2014.
The
Scholarships include:
·
One year taught masters courses or equivalent
degrees.
· Doctorate
degrees, of up to three years duration.
Qualifications
1. Applicants
must be holders of bachelor or masters degrees;
2. Applicants
for masters must have bachelor degrees of GPA not less than 3.5; and
3. Applicants
for Doctorate degrees must have a B Grade Masters degrees or a
GPA of 4.0 or above at Masters level.

· All
applications should be made directly to the Commonwealth Secretariat and

· It is important that applicants
should read and understand all given instructions when filling the
application forms, and should attach all necessary attachment such as
certified copies of academic certificates, transcripts, birth
certificates and submit online through the above mentioned link.
All

Vocational Training, should print one hard copy of completely filled
application form, attach with certified photocopies of academic

KATIBU MKUU WA CCM TAIFA KUFANYA ZIARA KATIKA MIKOA YA SHINYANGA,MARA NA SIMIYU.
Katibu Mkuu wa Chama Cha Mapinduzi Ndugu Abdulrahaman Kinana septemba 10 anatarajiwa kuanza ziara ya kawaida katika mikoa ya Shinyanga, Simiyu na Mara.
Ziara hiyo itaanzia katika mkoa wa Shinyanga septemba 10 mpaka 13 mwaka huu, kwa kutembelea wilaya zote nne za mkoa huo na kufuatiwa na mkoa mpya wa Simiyu kuanzia Septemba 14 mpaka septemba 19 kwa kutembelea wilaya zote tano Kabla ya kuhitimisha ziara hiyo kwa kutembelea wilaya Sita za mkoa wa Mara kuanzia Septemba 20 Mpaka 25 mwaka huu.
Katika ziara hiyo Katibu Mkuu wa CCM ataambatana na Katibu wa Halmashauri Kuu ya Taifa ya CCM anayeshughulikia Itikadi na Uenezi Ndugu Nape Nnauye.
Kwa mujibu wa Ratiba ya ziara hiyo, Wajumbe hao wa sekretarieti watakagua uhai wa Chama ikiwa ni pamoja na kupokea wanachama wapya sanjari na kuhamasisha wananchi kujituma katika shughuli za uzalishaji ili Kuleta tija katika maisha Yao na ya taifa kwa ujumla.
Aidha watakagua maendeleo ya utekelezaji wa Ilani ya uchaguzi ya CCM ya mwaka 2010/2015 hasa katika miradi ya kimaendeleo Kama vile Ujenzi wa majosho kwa ajili ya wafugaji, maendeleo ya maboresho ya kilimo cha Pamba, uvuvi wenye tija pamoja na maboresho ya sekta za Afya, elimu na miundombinu zikiwemo Barabara.
Katika ziara hiyo Katibu Mkuu atapata fursa ya kusikiliza kero mbalimbali za wananchi na kwa kushauriana na serikali kutafuta namna ya kuzitafutia ufumbuzi.Katibu mkuu pia atafanya mikutano ya ndani, na ya hadhara katika kila wilaya za mikoa hiyo.

Watanzania kutoka mkoa wa Kigoma waliokamatwa jana
huko Tegeta wameachiwa baada ya kuingilia kati. Tumepata taarifa kuwa
kuna wengine kutoka maeneo ya Kitunda pia walikamatwa jana. Tunaendelea
kufuatilia. Tutaweka hapa jina la kila aliyekamatwa, kijiji anachotoka
na alikamatwaje.
Tunaunga mkono juhudi zozote za kuzuia wahamiaji
haramu. Hata hivyo lazima zoezi hili liendeshwe kwa umakini mkubwa sana.
Nchi yetu inapakana na nchi 8. Ni dhahiri kama kila mtu anayetoka mkoa
wa pembezoni ni 'suspect' wa uraia, tutagombana sana. Ni vema
vitambulisho vya Taifa vitoke haraka kwa watu wa mipakani ili kuondoa

Huu
ni Muswada wa marekebisho ya pili ya Sheria
ya Mabadiliko ya Katiba, Sura ya 83 ya Sheria za Tanzania. Kama
Bunge lako
tukufu litakavyokumbuka, Sheria hii ilifanyiwa marekebisho ya kwanza kwa
kupitishwa kwa Sheria ya Marekebisho ya
Sheria ya Mabadiliko ya Katiba, Na. 2 ya mwaka 2012, mwezi Februari
ya
mwaka jana. Mabadiliko hayo ya kwanza yalihusu Sehemu ya Tatu na ya Nne
ya
Sheria hii, na yalilenga vifungu mbali mbali vinavyohusu Tume ya
Mabadiliko ya
Katiba na utekelezaji wa majukumu yake.
Muswada
huu wa sasa unalenga kufanya marekebisho katika Sehemu ya Tano ya Sheria
inayohusu ‘Kuitisha Bunge Maalum.’ Sambamba na mapendekezo haya, kuna
mapendekezo ya kufanya marekebisho katika Sehemu ya Sita kwa kufuta
vifungu vya
32 hadi 36 vya Sheria vinavyohusu utaratibu wa kura ya maoni kwa ajili
ya
kuhalalisha ‘Katiba Inayopendekezwa.’ Marekebisho haya yamewekwa katika
aya ya
57 ya Muswada wa Sheria ya Kura ya Maoni,
2013. Mapendekezo ya Muswada huu ni muhimu lakini yana utata mkubwa.

Katika
kutekeleza majukumu yake ya kuuchambua Muswada huu, Kamati ya Bunge lako
tukufu
ya Katiba, Sheria na Utawala ilikutana na wadau wengi mbali mbali.
Hivyo, kwa
mfano, Kamati ilipata maoni ya taasisi za kidini na za kiraia; taasisi
za elimu
ya juu na za kitaaluma; vyama vya siasa na asasi nyingine. Kwa sababu
ambazo
Kamati haikuelezwa vizuri na uongozi wa Bunge hili tukufu, mapendekezo
ya
Kamati kwenda Zanzibar kwa lengo la kukusanya maoni ya wadau wa Zanzibar
juu ya
Muswada huu muhimu kwa mustakbala wa Jamhuri ya Muungano yalikataliwa.
Kwa
maana hiyo, ni muhimu Bunge lako tukufu lifahamu ukweli huu kwamba wadau
pekee
walioshirikishwa kutoa maoni yao juu ya Muswada ni Watanzania Bara tu.
Wazanzibari hawakupatiwa fursa hiyo na hawakushirikishwa kabisa, licha
ya
Sheria yenyewe kuwa na mambo mengi yanayoihusu Zanzibar. Kwa vile wadau
wa
Zanzibar walishirikishwa kikamilifu kutoa maoni yao kuhusu Muswada
uliopelekea
Sheria hii kutungwa mwaka 2011, Kambi Rasmi ya Upinzani Bungeni inataka
kujua
ni kwa nini uongozi wa Bunge na wa Serikali umeona si busara na sahihi
kuwapatia Wazanzibari fursa ya kutoa maoni yao kuhusu Muswada huu wa
kurekebisha Sheria ya Mabadiliko ya Katiba ambayo inawahusu pia
Wazanzibari na
nchi yao.

Rasmi ya Upinzani Bungeni imepigia kelele jitihada za serikali hii ya
CCM
kudhibiti mchakato wa Katiba Mpya kwa kuendeleza kile tulichokiita miaka
miwili
iliyopita, “... kivuli kirefu cha Urais
wa Kifalme katika mchakato wa upatikanaji wa Katiba Mpya.”[i]
Hapo tulikuwa tunazungumzia mamlaka ya Rais ya uteuzi wa Wajumbe na
watendaji
wa Tume ya Mabadiliko ya Katiba, na tulisema kwamba mamlaka hayo
yalikuwa na
lengo moja tu: “kuhakikisha kwamba
matokeo ya kazi ya Tume hiyo ni yale tu yanayotakiwa na Rais na Serikali
yake
na chama chake cha CCM.”

Katika
Maoni yetu wakati wa kutungwa kwa Sheria hii mwezi Novemba mwaka 2011,
Kambi
Rasmi ya Upinzani ilipinga vikali mapendekezo ya kumwezesha Rais kuteua
Wajumbe
wa Bunge Maalum wasiotokana na Bunge lako tukufu na Baraza la
Wawakilishi
Zanzibar. Tulisema yafuatayo kuhusiana na jambo hili: “... wajumbe
... wanaopendekezwa kuteuliwa kwenye Bunge la Katiba kwa
mujibu wa ibara ya 20(2)(e) na (4) ya Muswada Mpya sio, na hawawezi
kuwa,
wawakilishi wa wananchi. Kwanza, hawajachaguliwa na mtu yeyote na wala
taasisi
zao kuwawakilisha katika Bunge la Katiba kwa sababu Muswada Mpya
unapendekeza
wateuliwe na Rais.”
Kwa
sababu ya upinzani huo, mapendekezo ya kumfanya Rais kuwa mteuzi wa
wajumbe wa
Bunge Maalum wasiokuwa wabunge na Wawakilishi yaliondolewa katika
Muswada huo
wa Sheria hii. Badala yake, kifungu cha 22(1)(c) cha Sheria iliyotungwa
na
Bunge lako tukufu kiliweka wazi kwamba “wajumbe mia moja sitini na sita
[watateuliwa]
kutoka ...” taasisi zilizotajwa katika kifungu hicho.

Ni
kweli kwamba kifungu cha 22(1)(c) kama kilivyotungwa kilileta giza
badala ya
mwanga katika suala la uteuzi wa wajumbe hao. Kama tulivyoieleza timu ya
wataalamu wa Serikali kufuatia mkutano wetu na Rais Jakaya Kikwete
uliofanyika
Ikulu tarehe 26 Novemba, 2011: “Toleo la
Kiswahili la Sheria linasema kwamba wawakilishi wa makundi mengine
‘watakaoteuliwa kutoka’ kwenye makundi yaliyoorodheshwa. Toleo la
Kiingereza
linasema wajumbe hao watakuwa ‘drawn from’ (kwa tafsiri ya Kiswahili
‘watachukuliwa kutoka’). Maana za maneno haya hazifanani na wala hayako
wazi
kuhusu nani ‘atakayewateua’ au ‘kuwachukua’ wajumbe hao kutoka kwenye
taasisi
zao.”[ii]
Kwingineko
katika mkutano wetu na Rais Kikwete tulimweleza kwamba: “Wajumbe 166
wengine wanaowakilisha taasisi nje ya Wabunge na
Wawakilishi hawajachaguliwa na mtu yeyote na wala na taasisi zao kwani
Sheria
haisemi ni nani atakayewateua na/au kuwachagua.” Kwa sababu hiyo,
tulipendekeza kwamba “Sheria iweke wazi
kwamba wajumbe hawa ‘watateuliwa na’ taasisi zilizotajwa. Hii itaondoa
utata
juu ya uwakilishi wao na juu ya mamlaka yao ya uteuzi.”[iii]

Background
The Association for Health Information and Libraries in
Africa (AHILA) is pleased to announce its 14th Biennial
Congress scheduled to take place in Dar es Salaam, Tanzania.
AHILA was founded in 1984 with the aim of improving
provision of up-to-date and relevant health information; encourage
professional development of health librarians; promote information
resource sharing in Africa and exchange of experiences as well as
promoting the development and standardization and exchange of health
databases in Africa. The main theme of the 14th AHILA
Congress is: “ICTs, access to health information and knowledge:
building strong knowledge societies for sustainable development in
Africa”.
The sub-themes of the Congress are:
- ICT’s and health information and knowledge management systems for sustainable development
- Use of ICT to enhance access to health information for gender empowerment and poverty reduction

Congress will incorporate the 2nd HIFA International Conference

2006) and ways forward to accelerate progress towards Healthcare
Information For All in Africa and worldwide.

Clarendon Scholarships for International Students at Oxford University in UK, 2014/15.
The Clarendon Fund offers over 100 full scholarships every year to
academically excellent graduate students from all around the world.
Clarendon Scholarships are awarded on the basis of academic excellence
and potential across all degree-bearing subjects at the graduate level
at the University of Oxford. The scholarships cover tuition and college
fees as well as a generous grant for living expenses. Application
deadline is 13th September 2013.
Study Subject(s): All
subjects can be funded by a Clarendon Scholarship. There is no quota by
subject or preference for any particular course type.
Course Level:
- All degree-bearing courses at the graduate level are eligible.
-This encompasses all full-time and part-time Master’s courses (MSt, MSc, BCL/MJur, MBA, MFE, MPhil, BPhil, MSc by Research, MTh, MPP) and all DPhil programmes. A list of all the graduate courses offered by the University of Oxford can be found on the Graduate Course Guide.
