ASSISTANT SYSTEMS ADMINISTRATOR
Purpose of the Job
   To administer the operational systems so as to process accurate, timely and sufficient information.

Major Activities of the Job
(i)           Set-up and administer system for daily operations.
(ii)          Distribute returns to data entry operators.
(iii)         Assist in the preparation of reports (management and daily operations).
(iv)         Take backups of data files (computer systems).
(v)          Fill incident reports (system problems).
(vi)         Support users (use of computer hardware and application).
(vii)        Perform simple system maintenance.
(viii)       Attend to rejections from the system.
(ix)         Analyse and recommend on steps to maintain and improve systems
performance.
(x)          Supervise manual part of returns processing.

Minimum Job Requirements
Qualification

  1. Advanced Diploma or Degree in Telecommunications and Electronics or Information and Communications Technology or Computer Science or Software Engineering or Systems Engineering or Electronics Engineering or its equivalent.
  2. Relevant Postgraduate Studies or a Masters Degree or its equivalent from a recognised Institution/University or CCNA/CCNP, Knowledge of LANs, WANs, MANs, Router configuration, VSATs, Switches, and Relational Database Management System (RDBMS) or its equivalent will be an added advantage.

Experience
The applicant should have a minimum of three (3) years of relevant work experience.

          Minimum Job Requirements
Qualification

(ii)          Knowledge of Java, Visual Studio and Net toolssuch as Visual C#, Web servers such as Apache, Tomcat and IIS, Data base such as Oracle 11g and MySQL and Operating systems such as Linux and Windows Server 2008 and Hand-written XML and SQL is a must.

(iii)         Understanding of object oriented programming concepts and familiarity with oracle database administration, encrypting transmission over the internet and concepts of web and window services is a must.

(iv)         Ability to modify or customize web solutions developed using a variety of tools as well as ability to organise and manage multiple proprieties is a must.

Major Activities of the Job
  1.  Prepare test cases and plans for testing business applications;
  2. Review and execute test plans for different phases of product life cycle;
  3. Participate in product design and specification process;
  4. Critically evaluate the results of testing processes to provide timely and accurate defect descriptions;
  5. Act as a key member of an agile team as the quality assurance representative;
  6. Develop and execute automated test cases with an understanding as to the results driven by said tests;
  7. Where applicable, execute manual test cases to verify software behaviour based on product requirements and functional specifications;
  8. Interact with developers and other analysts to understand product requirements
  9. Prepare and store data required for testing. Understanding of data-driven tests
  10. Develop and maintain regression tests and functions libraries
  11. Record defects and track from entry to resolution
  12. Develop and maintain testing documentation with test case descriptions, expected and actual specifications and results
  13. Assess application quality and release readiness prior to implementation;
  14. Coordinate all testing tasks and communicate effectively to get the tasks completed on time;
  15. Investigate and facilitate implementation of new tools and technology for the quality assurance team; and
  16.   Create product life cycle metrics to measure and track all aspects of product quality.

Minimum Job Requirements
Qualification

  2. Skills in Java or NET tools plus hands on experience with all testing and configuration Management tools is compulsory.

 Jumla ya watumishi 1,600 wa kada ya afya, wanatarajia kuajiriwa katika kipindi cha mwaka wa fedha 2013/14 na 2014/15, bunge lilielezwa jana.
Ahadi hiyo ilitolewa na Waziri wa Nchi, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Celina Kombani kuwa ajira hizo zinalenga kupunguza tatizo sugu la watumishi wa kada hiyo ambao wamekuwa wakilalamikiwa.
Akijibu swali la nyongeza jana lililoulizwa na Mbunge wa Lupa, Victor Mwambalaswa (CCM), Kombani alisema kuwa katika kipindi cha mwaka huu Serikali inatarajia kutoa ajira kwa waganga 5,000.
“Mwaka huu pekee tunaanza na waganga 5,000 ambao tayari tumeshapewa kibali cha kuajiri na kipaumbele kikubwa kitaelekezwa katika zahanaiti za vijijni lakini mwaka tutaajiri waganga 11,000, wengi wao kwenda vijijini badala ya kuwalundika mijini,” alisisitiza Kombani.
Awali, katika swali la msingi, Mendrad Kigola (Mufindi Kusini-CCM) alitaka kujua ni lini Serikali itamaliza ujenzi wa vituo vya afya ambavyo wananchi wamejitolea na kufikia hatua nzuri pamoja na kupelekea waganga.
Naibu Waziri Ofisi ya Waziri Mkuu, Tawala za Mikoa na Serikali za Mitaa, Aggrey Mwanri alijibu swali hilo akisema kuwa miradi mingi ya ujenzi wa vituo vya afya na zahanati kwa sehemu kubwa huibuliwa na wananchi, hivyo gharama za utekelezaji wa miradi hiyo hutoka kwa wananchi pia.
Mwanri alisema ujenzi wa vituo vya afya vya Mtwango, Mninga, Mgololo na Bumilayinga katika Jimbo la Mufindi, ni miradi ambayo iliibuliwa na wananchi wenyewe na kuwa inatekelezwa na wananchi wenyewe.
Hata hivyo, alisema kuwa Serikali itawaunga mkono wananchi hao kupitia Halmashauri ya Wilaya ya Mufindi kwa kadri fedha zinatakavyopatikana.
Hakuna shaka kwamba mpango kama huo utasaidia kupunguza tatizo la ajira ambalo linaonekana kusumbua Watanzania wengi.
Hali kadhalika kuajiriwa kwa watu hao wapatao 16,000 kutasaidia kuimarisha sekta hii muhimu ambayo inaonekana kuendelea kusuasua nchini hasa maeneo ya vijijini.

VACANCY ANNOUNCEMENT
Mzumbe University is collaborating with Belgian Flemish Interuniversity
Council - University Development Cooperation (VLIR – UOS) to implement a
six year programme of “Governance and Entrepreneurship Through
Research Education, Access and Technology for Tanzania (GRE@T)”. The
programme focuses on building capacity in teaching, research, and outreach
services cum community engagement. Good governance and
entrepreneurship are the main themes of the development interventions.
Now the Project invites qualified applicants for the following position:

Post Title: Programme Manager
Duty Station: Main Campus, Mzumbe
Reports to: Local Pragramme Coordinator

Main Duties and Responsibilities
 Manage the MU-IUC programme office.
 Prepare project documents –PPs, APs and reports in consultation with
the Project Leaders.
 Facilitate transport and accommodation arrangements for international
visitors, scholars and other staff and draw up scripts for such visits in
consultation with PLs.
 Provide accurate financial overviews of project expenditures for every
steering committee or management meeting and relay on these matters
on regular basis with finance team both in the North and South.
 Manage purchase, distribution and monitoring of MU-IUC project
materials and equipment.
 Responsible for the financial and accounting of the programme fund
 Manage all communications between the VLIR-UOS-IUC and MU with
consultation with the project leaders.
 Manage all project staff and assets with consultation with the Local
Programme Coordinator
 Spearhead the VLIR-UOS-IUC database
 Carry out any additional duties as may be assigned from time to time by
the Local Programme coordinator.

Experience and Qualifications required
 Holder of a Master’s degree in Project Management, Economics or
Business Administration from a recognized University;
 Knowledge and competence in ICT applications related to Project Cycle
Management (PCM).
 Experience in dealing with multicultural or international organization together with competence in spoken and written English and Swahili languages are added advantage.

Tenure and remuneration:
One year renewable contract based on performance.

Remuneration:
Minimum Tshs. 2,000,000.00 per month.

JOB OPPORTUNITY FOR MANAGING DIRECTOR
Dodoma Urban Water Supply and Sanitation Authority (DUWASA) was established under section 3(I) of Cap. 272 of 1997 as repealed by section 60 of Water Supply and Sanitation Act No. 12 of 2009. DUWASA is an autonomous entity charged with the overall operations and management of water supply and sewerage disposal services in Dodoma Urban of the Municipality. The authority seeks to employ the services of a competent Managing Director to be stationed in Dodoma.

Applications are invited from suitably qualified, dynamic, experienced and performance driven Tanzanians male and female, to fill in the above mentioned vacancy.

1.0 Purpose of the Job
This job is a managerial position in which the holder is required to oversee all operations and systems of the authority and ensure they are in conformity with internal manuals and external guidelines such as Memorandum of understanding - MoU with the Ministry of Water and EWURA; performance Agreement targets, WHO and TBS Water and Waste water Standards and ISO 9001 Quality Management System requirements.

2.0 Main Duties and Responsibilities
Managing Director is the Chief Executive Officer responsible for managing, planning and coordinating Authorities’ activities. Among others he/she will be responsible for;
1.          Ensuring effective overall management and supervision of the Authority’s activities.
2.          Directing the formulation of policy proposals for consideration by the Board in relation to     physical and financial functions of the Authority.
3.       Interpreting policies laid down by the Board and ensure internal regulations and procedural instructions thereof.
4.        Implement and Monitor decisions and directives of the Board of Directors and duly report on the implementation.
5.       Prepare and submit to the Board, Authority’s annual plans,  budgets and priorities for approval.
6.       Be responsible for the implementation of the Performance Agreement as signed between the Board of Directors, Ministry of Water and EWURA; and ensuring that the Authority meets yearly goals, objectives and targets as stipulated in the agreements.
7.       Establishing and maintaining collaboration and link with key stakeholders such as the Ministry responsible for Water, EWURA, Regional Authorities, Media and Development partners to promote sustainable water and sewerage services as well as water projects investments and development of the Authority.
8.       Manage and control the Authority's financial and other resources in an efficient and cost effective manner in consultation with Board, EWURA and the parent Ministry.
9.       To oversee the organization's human resources and ensure that appropriate management structures and policies are developed and properly implemented.
10.   Reviews regularly, actual performance against plans and budgets and submits reports to the Board detailing performance with recommendations for actions necessary to correct adverse variance.
11.   Makes recommendations to the Boards for staffing level required by the Authority and ensures that effective procedures are established for recruitment, training and development of staff at all levels.
12.   Acting as the final authority for management decisions within the Authority, safeguards the Authority’s financial position and ensures that it discharges its financial obligations.
13.   Ensures that the Authority prepares and carries out an effective programme of public relations, water conservation & water protection and pricing policies.
14.   Ensuring that the Authority’s activities conform to the law, rules and regulations.
15.   Overseeing the planning and execution of new water & sewerage projects.
16.   Making recommendations to the Board for fixing water and sewerage tariffs and collect revenue thereof.
17.   Ensuring all Authority’s financial transactions are authorized and controlled in accordance with agreed procedures and the proper system of internal controls are maintained.
18.   Carrying out the functions of the Authority with due diligence
19.   Performing any other duties as may be assigned by the Board of Directors, Parent Ministry and Energy and Water Utilities Regulatory Authority (EWURA).

3.0 Minimum job requirements
3.1 Qualifications
v      The applicant must be a Tanzanian, with a Masters Degree from a recognized University in the fields of; Engineering, Water Resource Management, Economics, Finance, Commerce or Business Administration.  Management experience in water sector and administration is an added advantage.



3.2 Working experience
v      Possess at least 5 years experience in water supply and sanitation in a reputable organization of which 3 years should be in a senior position.

3.3 Key Competencies
v      He / She must have good inter-personal communication, computer skills and team work spirit
v      Must have demonstrated good leadership qualities and good financial management skills.
v      Must have ability to handle diverse human resource with prudence.
v      Must possess high levels of Initiative, Integrity, Enthusiasm, Accountability and Creativity.

3.4 Age limit
v      The applicant should be within the age between 35 and 50 years.

4.0 Terms of Employment
According to the Water Supply and Sanitation Act of 2009 section 17 sub-section 1, terms of employment will be 3 years renewable basing on the work performance.

5.0 Remunerations
This post attracts a salary at DOWA 14-15 scale and other fringe benefits of housing, transport, residential security, electricity and health insurance – depending on qualifications of the candidate.
