Purpose
The goal of this program is helping library professionals from developing countries stay current with the latest trends and developments in technical services areas and enhance their professional knowledge and skills in librarianship and information science.One free seat per ALCTS online continuing educational course session is available to librarians and information professionals from developing countries.

IRO Doctoral Scholarship Programme for Developing Countries in Belgium, 2014.
Catholic University of Leuven (KU Leuven) annually offers IRO Doctoral Scholarship for students from Developing Countries in Belgium. The IRO Doctoral Scholarships are only granted for doctoral programmes for a maximum period of 48 months and
eventually for one pre-doctoral year as preparation period for the
doctoral programme. Applicants may choose a research topic proposed by
one of the KU Leuven Doctoral Schools: Humanities and Social Sciences
Science, Engineering and Technology Biomedical Sciences or applicants
may propose their own research topic. The application deadline is 15
January 2014.

Australian National University offers scholarship for undergraduate
students in Australia. International students can apply for the
scholarships. 3 scholarships (for Semester 1 – 2) will be available to
students applying from off-shore and one will be available to students
applying from on-shore. The scholarships will provide 100% coverage of
international student tuition fees and 100% coverage of Overseas Student

ULG Research Grant for Foreign Doctoral Students in Belgium, 2014.
University of De Liege is offering research grant for those foreign
doctoral students who are already enrolled for a doctorate in a
university abroad, or for those who will prepare their doctoral project.
Grants are awarded for maximum 12 months, as part of doctoral
thesis preparation. These grants may be broken down into a maximum of
four stays of a minimum of two months. The grant will cover monthly
allowance of €625 or €1.200, flat rate for round trip from the country
the parent institution to Belgium. Application should be submitted till
December 15, 2013.

Key Responsibilities
- Supervises the implementation of the Strategic Planning for all Division in the Directorate
- Assist Chief Executive Director to develop departmental objectives that are in line with the Institute objectives and ensure clarity of roles across Directorate.
- Guide the update and implementation of the Strategic Planning 2013 -2018 and day to day running of the organization
- Assist the CED in preparation and conducting of the MC meeting ( setting agendas, recording and Monitor implementation of the agreed action plan)
- Provide guidance and management support to the Chief Finance Office to ensure timely submission of financial reports to the CED, consolidation of the yearly budget and financial planning for the strategic period and monitoring of liquidity planning and prioritize cash flow transaction.
- Support the implementation of IFRS and the integration of project accounting into IHI accounts.
- Assist in designing and implementation of new project controlling procedure and tools to ensure financial compliance is maintained for donor and grantor funds
- Treasury & Working Capital Management - authorization of weekly electronic and manual payments, liaison with bankers, managing foreign exchange requirements.
- Work closely with the CHRO to review and ensure reinforcement of the HR policies and procedures and staff development plans, training plan, scheme of services, salary and remunerations scheme.
- Support the implementation of the cultural change and performance management
- Oversee the development, documentation and communication of policies and procedures for all areas of operations.
- Provide support and guidance to ensure implementation of research action plans and reporting to the donors.
- Enforce the compliance of procurement procedures.
- Supervise the execution and results of OPEX.
- Provide guidance/ advice on the best management practices for the Branch Offices
Qualifications and experience
- MBA Corporate Management / or related field with extensive experience in Senior Management position for not less than 12 years commercial sector experience will be an added advantage.
- Qualified CPA (T) ACCA, CIMA or ACA will be an added advantage.
- Experience in project and change management.
- Understand of Sciences Research and Development procedures is Key.
- Staff management experience and extensive experience of Resources management.
- Knowledge of legal and personnel issues.
- IT literacy.

NISF Scholarships for Foreign Students at Japanese Universities in Japan, 2014.
Nitori International Scholarship Foundation offers scholarships for
foreign students at Japanese Universities in Japan. Scholarships are
awarded to undergraduate regular students currently enrolled in their
third or fourth year and graduate students currently enrolled in the
first or second academic year of a master course as of April, 2014.
Scholarship is worth of 110,000 yen per month. (Some students who are in

Project description
The position as a phd-student is associated with the project Usability of Environmentally sound and Reliable techniques in Precision Agriculture (USER-PA) as well as the research group Management Science and Production Economics (MSAP - see, www.msap.life.ku.dk).

USER-PA is a research project in the framework of the ERA-NET,
ICT-AGRI (European Research Area Network Information and Communication
Technologies in Agriculture).
The overall aim of the project is to integrate canopy and fruit
sensors with autonomous mobile vehicles and wireless sensor networks for
providing spatial data for high value crops. Solutions based on
automated decision support systems will be demonstrated to farmers and
involve two production systems (apple orchard and wine yard) with
demonstration field sites in Switzerland and Turkey.
The Ph.D. project will focus on automated micro decisions in these
two systems and to provide economic sound solutions. Automated decisions
are based on large amount of diverse sensor data as well as preference
information from the real decision makers. The micro decisions may also
be interlinked with market information and collaborative systems. The
challenge is to make economically sound automated decisions based on
this information. In the USER-PA project the topic is to optimize inputs
like water and fertilizer in high value crops based on spatial sensor
data from autonomous mobile vehicles and wireless sensors.
The ideal candidate should have an interest in:
- Microeconomics
- Operational Research
- Statistical methods
and preferable an interest in multidisciplinary research.

Science and Power in Participatory Forestry (SCIFOR)
The Faculty of Forestry and Nature Conservation of the Sokoine University of Agriculture, in collaboration with the University of Copenhagen, Denmark hereby invites interested and qualified citizens of Tanzania (holding MSc degree or equivalent) to submit applications for 2 PhD scholarships related to the Danida financed project ‘Science and Power in Participatory Forestry’ (SCIFOR). Students will be enrolled at both the Sokoine University of Agriculture and University of Copenhagen, with a possibility of attaining a double degree.The scholarships are of three years duration, and will commence on July 1, 2014. The PhD scholars will be supervised by a joint team of senior academics from the Faculty of Forestry and Nature Conservation and University of Copenhagen, and will be provided PhD level training in both university environments. The PhD study and research will be closely integrated and coordinated with all the other activities in the SCIFOR project.
The overall goal of SCIFOR is participatory forestry planning and management practices that support equitable, environmentally sound, and economically rational forest management. The project involves investigations of management planning practices and outcomes in forests managed under Participatory Forest Management in Tanzania.
The 2 scholarships come with different requirements:
- The PhD scholarship #1 entitled ‘Forest management planning, participation, and power in participatory forest management’ involves a case study aimed at understanding the role of management planning, i.e. preparation of the legally required operational plan in (i) shaping participation and inclusion in decision-making and benefit-sharing and (ii) informing actual forest management practices at the community level.
- The PhD scholarship #2 entitled ‘Forest management planning and conservation in participatory forest management’ focuses on understanding the role of forest management planning in shaping conservation outcomes of community forestry, and thus involves forest inventories and remote-sensing analyses to document past and present forest condition, as well as participatory mapping and interviews to understand the knowledge used in forest management at community level.

2014 Commonwealth Scholarships for Developing Commonwealth Countries’ Students in UK.
UK Department for International Development (DFID) offers Commonwealth Scholarships for developing countries’ students for pursuing Master’s, PhD and split-site (PhD) degree level at UK Universities. Approximately 300 scholarships are awarded each year.
