Norwegian Government Quota Scheme for Eastern European, Developing & Central Asian Countries, 2013/14.
Norwegian Government offers Quota Scheme for Developing Countries’
Students in Norway. The scheme normally includes courses taught in
English at Master’s and PhD level, in addition to certain professional
degrees at selected Norway Universities. The Quota Scheme will only
enrol students from institutions (organisations, universities,
authorities) which have collaboration agreements with Norwegian
universities or colleges. Norwegian institutions usually do not
admit free movers (individual applicants) to this scheme. Only in very
special cases will free movers be considered. The deadline for
applications for the Quota scheme is usually 1st December every year.
Study Subject (s): Scholarships are provided to learn any of the courses offered by the Selected Norway Universities.

Kikwete jana alipata wakati mgumu, baada ya kukutana na nguvu ya Chama
cha Demokrasia na Maendeleo (CHADEMA) jijini Mwanza katika ziara yake,
huku Waziri wake wa Ujenzi, Dk. John Magufuli, naye akijikuta akizomewa
mbele yake.
Mbunge wa
Nyamagana, Ezekia Wenje, alivunja mwiko baada ya kujiunga katika msafara
huo wa raia akiwa na gari lenye alama za Movement for Change (M4C)
lililokuwa limefungwa bendera mbili za CHADEMA.
Hata hivyo
maofisa usalama walipata wakati mgumu kulizuia gari hilo lisiwepo katika
msafara huo, jambo lililozua tafrani kidogo katika uwanja wa Furahisha
ambapo Kikwete alikuwa akihutubia mkutano wa hadhara.
Awali wakati
wa uzinduzi wa wodi ya wazazi iliyoko eneo la Butimba, Rais alilazimika
kumpa Wenje nafasi ya kuwasalimia wananchi baada ya Mkuu wa Mkoa,
Evarist Ndikilo, kutaka kufanya hila ya kumnyima haki hiyo kama mbunge
wa jimbo husika.
Baada ya
viongozi wote kutambulishwa bila Wenje kutajwa, wananchi walianza kupaza
sauti wakitaka mbunge wao naye atambulishwe.
Wenje baada ya
kusimama alimshukuru Rais Kikwete kwa kumpa nafasi hiyo lakini
akamwomba amvumilie kidogo atoe salamu maalumu ya wana Mwanza.
Kama kawaida
ya CHADEMA kwenye salamu yao, Wenje aliwaomba wananchi wakunje ngumi
kisha akawasalimu kwa kibwagizo cha peoples… nao wakamwitikia power!
Akiwa katika
viwanja vya Furahisha ambapo Rais Kikwete alichelewa kuanza mkutano
wake, Wenje alifika hapo na kushangiliwa kwa nguvu na wananchi huku
polisi wakiwazuia bila mafanikio.
Ilipofika saa
12 jioni kabla Rais hajaingia uwanjani, wananchi hao walimtaka Wenje
awahutubie huku wakidai bendera ya taifa ishushwe kwani muda wake
ulikuwa umefika.
Kikwete
aliingia uwanjani hapo saa 12:10 akiongozana na viongozi mbalimbali wa
chama na serikali lakini wananchi hawakuonyesha kumshangilia badala yake
walikuwa wakimwonyesha alama ya vidole viwili inayotumiwa na CHADEMA
wakiimba ‘peoples…power’.
Katika hatua
ya kushangaza wananchi hao walimshangilia kwa nguvu mbunge wa Ilemela,
Highness Kiwia, aliyekuwa ameongozana na Rais huku wakiwazomea Meya wa
Manispaa ya Ilemela, Henry Matata, ambaye hakufika kabisa mkutanoni
hapo.
Matata
alionekana mapema wakati Rais Kikwete akisomewa taarifa ya maendeleo
makao makuu ya wilaya hiyo lakini hakufika uwanjani kabisa katika viti
vya mbele alionekana naibu wake, Swila Dede.
Baadhi ya
wananchi hao walisikika wakisema chini kwa chini kuwa Matata ni mwizi
hawataki kumsikia lakini shangwe na nderemo zikajiri pale
walipotambulishwa Wenje na Kiwia.
Rais Kikwete
akiwa wilaya ya Ilemela, wananchi wengi waliokuwa wamesimama njiani
walimwonyesha vidole viwili ikiwa ni alama CHADEMA.
Hata hivyo,
hali hiyo ilionekana kumkera kiongozi huyo wa nchi pamoja na maofisa wa
usalama, ambapo wana usalama wakiwemo polisi walionekana wakiwatisha na
kuwazuia wananchi kunyoosha vidole viwili.
Magufuli
azomewa
Waziri wa
Ujenzi, Dk. Magufuli, alikumbana na jinamizi la kuzomewa mbele ya Rais
baada ya kusimama jukwaani na kutaja jina la Matata, ambapo wananchi
wengi walimzomea kwa miluzi huku wakimnyooshea vidole viwili.
Adha Magufuli
alizomewa pia aliposema wabunge wa Ilemela na Nyamagana jijini hapa ni
wana CHADEMA lakini ndani ya roho zao ni wana CCM.
Pia aliendelea
kuzomewa aliposema kuwa iwapo Rais angehitaji kupokea kadi za CHADEMA
zilizorudishwa angepokea nyingi.
“Mheshimiwa
Rais, nampongeza Meya Matata (akazomewa), lakini pia wabunge wa Ilemela
na Nyamagana wanachapa kazi vizuri, nje CHADEMA lakini ndani wao CCM
(akazomewa).”
Akizungumza
katika mkutano huo, Rais Kikwete alimpongeza mbunge wa Nyamagana kwa
uchapakazi mzuri hasa kusimamia sekta ya elimu na kwamba wabunge wa
namna hiyo wanastahili kuigwa.
Hata hivyo,
alisema serikali yake imejipanga vizuri kuhakikisha usafiri wa reli,
ndege, majini na barabara za lami vinaboreshwa maradufu kwa ajili ya
maendeleo ya wananchi.
“Serikali
yangu imeweka nguvu kubwa katika kuboresha sekta ya uchukuzi, ujenzi na
nyinginezo. Hii ni kutaka kuwaletea wananchi wetu maendeleo ya kisekta,”
alisema.

2014 Commonwealth Scholarships for Developing Commonwealth Countries’ Students in UK.
UK Department for International Development (DFID)
offers Commonwealth Scholarships for developing countries’ students for
pursuing Master’s, PhD and split-site (PhD) degree level at UK
Universities. Approximately 300 scholarships are awarded each year. The
CSC invites around three times more nominations than scholarships
available – therefore, nominated candidates are not guaranteed to get a
scholarship. There are no quotas for scholarships for any individual
country. The application deadline for these Commonwealth
Scholarships is 3rd December 2013.
Study Subject(s): Scholarships are provided in all subject areas offered at UK universities, although the CSC’s selection criteria give priority to applications that demonstrate strong relevance to development.
Course Level: Scholarships are available for pursuing Master’s, PhD, and split-site (PhD) degree level at UK Universities.

Hatua hiyo ilitokana baada ya wabunge hao kupiga kura za kukubali au kukataa kuhusu kupitishwa kwa kujadili Mswaada wa Katiba uliopelekwa Bungeni hapo na Serikali ili kuweza kujadiliwa na bunge hilo.
Wabunge hao wa kambi ya upinzani wakiongozwa na Freeman Mbowe walipinga matokeo hayo na kuamua kusimama na wakati huo huo Spika Ndugai aliwataka kukaa chini ili kuendelea na kuchangia hoja za msingi za kujadili mswaada huo.
Ndugai aliwataka wabunge hao kukubaliana na matokeo yaliyotokea na kwa pamoja waweze kujadili mswaada huo ambao ni faida kwa taifa lakini mbali na ombi hilo kambi ya upinzani walikaidi ndipo Spika alitoa dakika tano kwa za kiongozi huyo kutoka ili bunge liendelee,ambapo hata hivyo kiongozi huyo alikaidi amri hiyo.
Baada ya mabishano hayo ndipo Spika alipotumia kiti chake na kuwataka askari wamtoe kwa nguvu nje ya ukumbi wa bunge, amri ambayo ilizua taflani na hekeheka kupelekea wabunge wa kambi ya wapinzani kuungana na kuwatunishia misuri askari hao wakimkingia kiongozi huyo kutolewa nje.
Tukio hilo lililochukua dakika zaidi ya 30 lilipelekea Bw. Job Ndugai kuwatolea macho askari hao akiwaamuru kutumia mabavu ili kuweza kumtoa nje ya ukumbi Bw. Mbowe.
Sakata hilo lilifanikiwa baada ya askari hao kutii amri ya Naibu Spika huo kwa kutumia mabavu kumtoa nje kiongozi wa kambi ya upinzani ambapo aliungwa mkono na wabunge kutoka nje ya ukumbi na kususia kikao hicho.
Katika tukio hilo Mwenyekiti wa vyama vyenye wabunge wengi bungeni na Mbunge wa Jimbo la Vunjo Mkoani Kilimanjari Agustino Mrema alisema kuwa kitendo kilichofanywa na wabunge wezake si cha kungwa na na kinaleta fedheha kwa jamii na taifa kwa ujumla.
Alisema yeye kutokutoka kwake nje haimaanishi kuwa ni kibaraka wa CCM na si ndicho alichotumwa kufanya na wananchi wake,hivyo haungi mkono hata kidogo na haeleweke hivyo kuhusu msimamo wake.
"Hatoki mtu hapa nitakaa ndani ya bunge mpaka kieleweke na mnielewe kwamba mimi ndiye kiongozi wao vyama vyote tisa,hivyo nastahili kuheshimiwa na sikubaki humu ndani kwa sababu mimi ni kibaraka wa CCM bali kinachopiganiwa ni maslahi ya taifa na ndicho nilichotumwa na wananchi wangu sikutumwa nije kutoka nje au kususia bunge."alisema Mrema.
Naye, Mbunge wa Same Mashariki na Bi Anne Kilango Malecella aliitaka Serikali kusimama imara na isiogope vitisho vinavyotolewa na wasioitakiwa mema nchi katika kupigania maslahi ya taifa.
Alisema kuwa kitendo kilichofanywa na wapinzani bungeni hakina nia njema katika kupata katiba mpya na wajumbe 156 waliopiga kura wanavigenzo vya kuweza kuchangia Mswaada huo kujadiliwa.
Vurugu za bunge hilo ziliaza toka awali katika kipindi cha muongozo wa Spika ambapo vijembe,kashifa kwa wabunge kuzungumza bila kufuata utaratibu ilimradhimu Naibu Spika Job Ndugai kusimama mara kwa mara kujaribu kurejesha utulivu katika matukio yaliyotawala Ukumbini humo.
Mara baada ya kutolewa mwongozo ulioombwa na wabunge juzi wakidai Muswada wa Mabadiliko ya rasimu ya katiba umeingizwa vipengele kinyemele, na Zanzibar kutoshirikishwa kikamilifu, wabunge wa kambi rasmi ya upinzani bungeni na wale wa CCM walikuwa wakituhumiana kusema uongo kuhusiana na hatua hiyo ya uandaaji wa mchakato wa Rasimu wa Katiba mpya.

COMMONWEALTH SCHOLARSHIPS TENABLE IN THE UNITED KINGDOM FOR THE YEAR 2014.
The
Ministry of Education and Vocational Training as a nominating agent in
the country for the Commonwealth scholarships is inviting applications
from qualified Tanzanians for Masters and Doctorate degrees tenable in
the United Kingdom in the year 2014.
The Scholarships include:
· One year taught masters courses or equivalent degrees.
· Doctorate degrees, of up to three years duration.
Qualifications
1. Applicants must be holders of bachelor or masters degrees;
2. Applicants for masters must have bachelor degrees of GPA not less than 3.5; and
3. Applicants for Doctorate degrees must have a B Grade Masters degrees or a GPA of 4.0 or above at Masters level.
Mode of Application:
· All applications should be made directly to the Commonwealth Secretariat and should be online using the following link: http://bit.ly/cscuk-apply
· It is important that applicants should read and understand all given instructions when filling the application forms, and should attach all necessary attachment such as certified copies of academic certificates, transcripts, birth certificates and submit online through the above mentioned link.
