The training will be conducted in two separate classes, morning and evening classes of 6 weeks (272 hours) duration each.

Scholarships - Victoria Doctoral Scholarships New Zealand, 2014


Victoria University of Wellington is offering up to 35 doctoral scholarships for the year 2014. Scholarships are open to New Zealand and international students in any discipline. The award covers $23,500 stipend annually + tuition fees. These Scholarships are intended to encourage and support Doctoral study (PhD) at Victoria University of Wellington. As part of the requirements of this Scholarship, the recipient is expected to contribute 150 hours per annum to the academic life of the School in which they undertake study. The application deadline is 1 July and 1 November 2013.

MSc SCHOLARSHIP AT SOKOINE UNIVERSITY OF AGRICULTURE (SUA)

                              MSc scholarship at Sokoine University of Agriculture (SUA)

Sokoine University of Agriculture (SUA) calls for application for a two year full-time MSc (Forestry) Scholarship attainable at SUA in 2013/14 academic year. The scholarship is fully funded by SUA and the successful candidate will specifically research on Cypress aphid (Cinara cupressivora) problems in Tanzania.

Eligible candidate
The applicants must hold BSc (For) degree (upper second or first class) from SUA or any other University recognized by SUA and MUST have an admission for MSc (For) at SUA for 2013/14 academic year. In addition, applicants with excellent grades (B+ or A) in Forest protection and Silviculture courses will have an added advantage.

Conditions and modalities
The scholarship covers tuition fee, accommodation, books, research and allowances as provided in the SUA Regulations and Guidelines for Higher Degrees.

Applications to be submitted directly to the Dean, Faculty of Forestry and

Direct Student’s Cost for Master of Education
For living expenses and other costs like for books, stationeries, and so on, the following
information should be helpful to the students and their sponsors in reaching agreeable
direct student costs (which are payable DIRECTLY to the student and NOT to the
University)
1. An academic year has two semesters, each lasting for 120 days.
2. Accommodation costs are ranging from Tshs 350,000 to Tsh 450,000 for those who
will manage to get chance of accommodation on the college campus and in the
hostels near by the college.
3. Food prise is estimated at Tshs 10,000 – 15,000 per day.
4. Books expenditure is ranging from Tshs 200,000 to 300,000, depending on
sponsor’s financial ability.
5. For research and dissertation costs, students should come up with a breakdown of
what is needed to the accomplishment of research and dissertation and negotiate
with their sponsors on the amount of money they need.
 
Minimum Entry Requirements for Master of Education
An applicant must satisfy any of the following requirements:
• Holder of a Bachelor Degree in Education and other similar programmes offered like
BEd Maths, Science, Arts, Adult Education, Early Childhood Education, Psychology,
etc. with at least Upper Second Class Honours.
• Holder of a Bachelor Degree in Arts or Science teaching subject with at least Upper
Second Class Honours plus a Postgraduate Diploma in Education.
• Holder of a Bachelor Degree in Education with at least Lower Second Class
Honours plus teaching experience of minimum two years.
• Any equivalent qualification from a recognized university.

UTATA WA ELIMU YA NAIBU WAZIRI MULUGO WAZIDI KUZUA MENGI


Imebainika kuwa mmoja wa watu ambao Naibu Waziri wa Elimu na Mafunzo ya Ufundi, Philipo Mulugo (pichani)anadaiwa kutumia jina lake kutafuta kazi ya ualimu katika Shule ya Sekondari ya Southern mkoani Mbeya ni Mhadhiri katika Chuo Kikuu kishiriki cha elimu Mkwawa (Muce), kilichopo mkoani Iringa.

Mhadhiri huyo ni Dick Aron Mulungu ambaye alisoma na Mulugo katika Shule ya Sekondari ya Songea Wavulana kati ya 1994 na 1996 na alijiunga na shule hiyo baada ya kuhitimu kidato cha nne katika Shule ya Sekondari ya Kafule, ambayo iko mkoani Mbeya.

Taarifa zinaonyesha kuwa Mulungu alijiunga na Chuo Kikuu cha Dar es Salaam na kupata Shahada ya kwanza katika Elimu (BA Education) 2001 na baadaye alisoma na kupata Shahada ya Uzamili (MA Development studies ) 2007.

Alipotafutwa kupitia simu yake ya mkononi, mahojiano yalikuwa hivi:

Mwandishi: Haloo… naona nusu saa imekwisha, uko tayari kuzungumza?
Mulungu: Huyo simfahamu.
Mwandishi: Kwani wewe si ulisoma Songea Boys?

Mulungu: Ndiyo
Mwandishi: Kwa hiyo humkumbuki mtu aliyekuwa akitumia jina hilo?
Mulungu: Huyo mtu namkumbuka ndiyo.
Mwandishi: Kwa sasa yuko wapi?
Mulungu: Siwezi kujua, si unajua tumesoma siku nyingi sasa huwezi kujua mtu amekwenda wapi… ni siku nyingi mno.

Chuo Kikuu na siasa
Taarifa zinaonesha kuwa Waziri Mulugo alijiunga na Chuo Kikuu Huria cha Tanzania 2002 akitumia majina ya Philipo Hamimu Augustino na alisomea Shahada ya Sanaa katika Elimu (BA. Ed). Namba yake ya usajili chuoni hapo ni 08652/T.02.
Alipokuwa akiendelea na kazi ya ualimu Mulugo alianza harakati za kisiasa na ndipo alipoamua kwenda kugombea ubunge katika majimbo ya wilaya ya Chunya.

Kada wa chama cha NCCR Mageuzi wilayani Chunya, Nyawili Kalenda aliyejitambulisha kama mlezi wa siasa wa Waziri huyo alisema walifahamiana naye 2004 wakati Mulugo na rafiki yake walipokwenda kumtaka ushauri wa kugombea ubunge katika jimbo la Songwe.
Katika nakala za wasifu wake zinaonyesha kuwa 2008 alishika nafasi ndani ya CCM ambazo ni pamoja na mjumbe wa baraza la jumuiya ya wazazi wilaya ya Chunya, Katibu wa Elimu, Uchumi, Malezi na mazingira wa jumuiya ya wilaya hiyo na mjumbe wa baraza la wazazi mkoa wa Mbeya.

Kauli yake
Mulugo anasema madai hayo yamekuwa yakitolewa mara kwa mara na amekuwa akiyajibu kwa kuwaonyesha vyeti vyake halali vya shule. “Hayo madai ni ya muda mrefu, wewe sijui utakuwa mtu wa 20 kuuliza swali kama hilo. Mimi vyeti ninavyo na hata ukitaka ushahidi nitakuonyesha,” alisema Waziri Mulugo.

Licha ya kukiri kurudia darasa la saba, Waziri Mulugo alisema jina la Hamimu amekuwa akilitumia katika elimu tangu awali na kwamba hakuvunja sheria kufanya hivyo.

“Jina la Hamim ni la nyumbani Philipo ni jina langu la ubatizo, nadhani haya ni mambo ya kawaida na kweli nilipokuwa shule watu walikuwa wananifahamu kama Hamimu pia Philipo ni jina langu la ubatizo na kumbuka tukifika chuo huwa tunatumia jina la baba.

“Na pia ni kweli nilirudia shule kwa sababu wakati ule wa Mwalimu Nyerere na Mwinyi (Ali Hassan), sheria ilikuwa inaruhusu maana wanafunzi walikuwa wachache mno, fikiria katika darasa letu la saba tulimaliza watu saba tu. Baadaye sheria hiyo ilibadilishwa,” aliongeza.

Kuhusu jina la Dick Mulungu, alikiri kumfahamu mtu huyo na kwamba walisoma wote shule ya Sekondari ya Songea Boys. Hata hivyo, alipinga kutumia vyeti vyake.

 “Ni kweli Dick Mulungu tulisoma wote Songea Boys. Lakini hili jina la Mulungu ni jina letu la ukoo. Babu yangu alikuwa akiitwa Filipo Milambo Mulungu, kwa hiyo niliendelea kulitumia hivyo hivyo na hata jina la Mulugo ni letu pia,” alisema.

Katika Mtihani wa Maarifa 2012 watahiniwa waliosajiliwa ni 21,310 ambapo wasichana walikuwa ni 13,134 na wavulana ni 8,176. Jumla ya watahiniwa 17,137 sawa na asilimia 80.42 ya waliosajiliwa wamefanya Mtihani. 

2.2 Matokeo ya Mtihani wa Maarifa (QT)
Watahiniwa 5,984 kati ya 17,137 waliofanya mtihani wamefaulu Mtihani wa Maarifa (QT).
3.0 MTIHANI WA KIDATO CHA NNE (CSEE) 2012
Jumla ya vituo 5,058 vilitumika katika kufanya Mtihani wa Kidato cha Nne 2012 ambapo vituo 4,155 vilikuwa vya watahiniwa wa shule na vituo 903 vilikuwa ni vya watahiniwa wa kujitegemea.

3.1 Usajili na Mahudhurio ya Watahiniwa
 (a) Watahiniwa Wote
Jumla ya watahiniwa 480,036 walisajiliwa kufanya Mtihani wa Kidato cha Nne 2012 wakiwemo wasichana 217,583 sawa na asilimia 45.33 na wavulana 262,453 sawa na asilimia 54.67.  Watahiniwa waliofanya mtihani wa Kidato cha Nne 2012  ni 456,137 sawa na asilimia 95.44. Watahiniwa 21,820 sawa na asilimia 4.55 ya watahiniwa wote waliosajiliwa hawakufanya mtihani.
(b) Watahiniwa wa Shule
Watahiniwa wa shule waliosajiliwa ni 411,230 wakiwemo wasichana 182,978 sawa na asilimia 44.50 na wavulana 228,252 sawa na asilimia 55.50.  Watahiniwa wa shule waliofanya mtihani walikuwa 397,136 sawa na asilimia 96.57. Aidha, watahiniwa 14,090 sawa na asilimia 3.43 hawakufanya mtihani kutokana na sababu mbalimbali zikiwemo utoro,  ugonjwa na vifo.
(c)  Watahiniwa wa Kujitegemea
Watahiniwa wa kujitegemea waliosajiliwa walikuwa ni 68,806 wakiwemo wasichana 34,605 sawa na asilimia 50.29 na wavulana 34,201 sawa na asilimia 49.71. Watahiniwa 61,001 wakiwemo wasichana 30,917 na wavulana 30,084  wamefanya mtihani wakati watahiniwa 7,730 sawa na asilimia 11.23  hawakufanya mtihani.
4.0 MATOKEO YA MTIHANI WA KIDATO CHA NNE
(a) Watahiniwa wa Shule
Jumla ya watahiniwa wa shule 126,847 kati ya watahiniwa 397,136 waliofanya Mtihani wa Kidato cha Nne 2012 wamefaulu. Wasichana waliofaulu ni 46,161 na wavulana ni 80,686.
(b) Watahiniwa wa Kujitegemea
Idadi ya watahiniwa wa kujitegemea waliofaulu mtihani ni 16,112 kati ya watahiniwa 61,001 waliofanya mtihani.  Wasichana waliofaulu ni 6,751 na wavulana ni 9,361. 
5.0 UBORA WA UFAULU KWA MADARAJA NA JINSI
Ubora wa ufaulu kwa kuangalia madaraja waliyopata watahiniwa wa shule unaonesha kuwa jumla ya watahiniwa 23,520 wamefaulu katika madaraja I – III ambapo kati yao wasichana ni 7,178 na wavulana ni 16,342.Mchanganuo wa ufaulu kwa kila Daraja kwa jinsi kwa Watahiniwa wa Shule mwaka 2012 ni kama ifuatavyo:

8.0 TATHMINI YA UFAULU WA WATAHINIWA WA MTIHANI WA   KIDATO CHA NNE MWAKA 2012 
8.1 Tathmini ya awali iliyofanyika kuhusu ufaulu wa watahiniwa katika shule mbalimbali inaonesha kuwa shule zilizofanya vizuri zaidi ni zile ambazo zina mahitaji yote ya msingi ikiwemo walimu wa kutosha, miundombinu na vifaa vya kufundishia na kujifunzia.  Aidha, shule zenye ufaulu wa chini ni zile ambazo zina changamoto mbalimbali ikiwa ni pamoja na:
(i) Baadhi ya shule za vijijini hazina kabisa walimu wa masomo ya Sayansi na Hisabati na pia zina upungufu mkubwa wa walimu wa masomo mengine;
(ii) Kutokuwepo kwa maabara kwa shule zenye mikondo ya sayansi na pia kutokuwepo kwa maktaba kwa ajili ya kujisomea; na
(iii) Upungufu mkubwa wa vitabu vya kiada na ziada. Katika baadhi ya shule uwiano wa kitabu kwa mwanafunzi ni 1:10.
8.2 Mkakati wa Serikali ni kuendelea kupunguza changamoto hizo kila mwaka ikiwa ni pamoja na kufanya mambo yafuatayo:
(i) Kuajiri walimu kila mwaka ili kuondoa upungufu uliopo katika shule zetu. Mwaka 2011/2012 Serikali iliajiri walimu wa sekodari 13,246 na mwaka huu wa fedha 2012/2013 imeajiri walimu 12,973 ambao wamepangwa katika shule zenye upungufu mkubwa wa walimu. Ajira ya walimu wapya mwaka huu umetuwezesha kuwa na wastani wa walimu 2-3 kwa shule.  Hali hii itaendelea kuboreka kadri tunavyoendela kuajiri walimu.
(ii) Kuboresha miundombinu iliyoko katika shule zetu ikiwa ni pamoja na kujenga nyumba za walimu, madarasa na maabara. Mwaka 2012/2013 Serikali imepanga kuboresha miundombinu katika shule 264 zilizopo katika mazingira magumu ikiwemo miundombinu ya maabara na nyumba za walimu.
(iii) Kuendelea kutoa ruzuku ya Tsh 25,000 kwa mwanafunzi kwa mwaka, ambapo asilimia 50 ya fedha hizo ni kwa ajili ya ununuzi wa vifaa vya kufundishia na kujifunzia ili kuziwezesha shule kununua vitabu pamoja na vifaa vingine muhimu kitaaluma.
(iv) Wizara kuendelea kuzishauri Halmashauri kuweka mgawanyo mzuri wa walimu waliopo baina ya shule na shule.
(v) Wizara itaendelea kuimarisha Idara ya Ukaguzi wa Shule pamoja na kuwawezesha Waratibu Elimu Kata na Wakuu wa Shule kufanya ukaguzi wa ndani katika Shule za Sekondari zilizo katika maeneo yao.
9.0 MATOKEO YA MITIHANI YALIYOZUIWA
Baraza la Mitihani la Tanzania limezuia kutoa matokeo ya:
(a) Watahiniwa 28,582 wa Shule ambao hawajalipa ada ya Mtihani hadi watakapolipa ada wanayodaiwa pamoja na faini; na ikiwa hawatalipa katika kipindi cha miaka miwili (02) toka matokeo kutangazwa, matokeo yao yatafutwa.
(b) Watahiniwa 65 wa kujitegemea na 71 waliofanya Mtihani wa Maarifa (QT) mwaka 2012 bila ya kulipa ada ya Mtihani hadi watakapolipa ada pamoja na faini. Ikiwa hawatalipa ada hiyo katika kipindi cha miaka miwili (02) toka matokeo kutangazwa, matokeo yao yatafutwa.
10.0 MATOKEO YA MITIHANI  YALIYOFUTWA
10.1  Matokeo Yaliyofutwa Kwa Sababu ya Udanganyifu
Jumla ya watahiniwa 789 wamefutiwa matokeo yao yote ya mtihani kwa mujibu wa kifungu Na.52(b) cha Kanuni za Mitihani baada ya kubainika kuwa walifanya udanganyifu katika mitihani ya Oktoba 2012. Kati yao, watahiniwa wa shule ni 624 na watahiniwa wa kujitegema ni 148 na watahiniwa wa Mtihani wa Maarifa (QT) ni 17. Aina ya udanganyifu uliobainika na idadi ya watahiniwa husika ni kama ifuatavyo:

10.2 Matokeo Yaliyofutwa Kwa Sababu ya Watahiniwa Kuandika Matusi Katika Skripti Zao

(i) Jumla ya watahiniwa 24 waliandika matusi kwenye skripti zao za masomo mbalimbali. Kitendo hicho ni kosa kwa mujibu wa kifungu 5(13) cha Kanuni za Mitihani kinachosomeka:
“Written responses to any examination question which carry words, drawings or pictures connected to sex or abusive language in such a way that it becomes offensive shall consitute an examination offence and a candidate who commits such an offence shall be punished by the Council.”
Kutokana na kosa hilo Baraza la Mitihani limefuta matokeo  yao yote kwa mujibu wa Kifungu cha 6(2)(a) cha Kanuni za Mitihani kinachosomeka:  
“A candidate found to have committed an examination offence shall – (a) have his examination results nullified”
(ii)Kitendo cha kuandika matusi kwenye karatasi za majibu (skripti) kinaonesha utovu wa nidhamu wa hali ya juu. Serikali haitaweza kuwavumilia hata kidogo watahiniwa wa aina hiyo. Hivyo, Serikali itaangalia hatua zaidi za kisheria za kuchukua dhidi ya watahiniwa wote walioandika matusi.
Kwa mujibu wa kifungu Na. 6(2)(b) cha Kanuni za Mitihani, watahiniwa wote waliobainika kufanya udanganyifu katika mitihani au kuandika matusi katika skripti zao hawataruhusiwa kufanya mitihani inayoendeshwa na Baraza la Mitihani la Tanzania  kwa kipindi cha mwaka mmoja (01) kuanzia tarehe ya kutangazwa kwa matokeo.

SHORT COURSE ON FIRST AID.
INDUSTRIAL FIRST AID COURSE
OSHA has organized the above mentioned course for all nominate first aiders at workplaces or
any one in need of comprehensive introduction to first aid.
Objective of the course: To equip participants with adequate knowledge and practical skills in
dealing with health emergencies at workplaces.
Participants will be able to minimize the outcome of workplace accidents or exposures, along
with enhancing their workplace compliance to First Aid legal requirement.
Course contents:
 The First Aid provision as described in OHS act 2003.
 Contents/ uses of first aid kit.
 Medical emergencies(stroke, asthmatic and diabetic shock, epilepsy)
 Accidents and incidents.
 Treatment of an unconscious causality (CPR).
 Foreign bodies and eye injuries.
 Poisoning and allergic reactions.
 Burns and scalds.
 Fractures and dislocation.
 FIRST AID PRACTICAL.
The course will be conducted for three days from 18th – 20th December, 2012 at OSHA
headquarters office Training lounge.
Course fee is Tsh.200, 000/= per participants, this is only for tuition and refreshment during
course. NOTE: Breakfast and lunch will not be provided.
